What you need is Optical Character Recognition (OCR) software. Basically the software recognises patterns of text and translates them into editable text. Such software usually then saves the result as a word or similar document so you can edit it later.
It is not a perfect science but it is about 99% accurate these days.
Some example packages are:
Free or bundled:
* OneNote (part of Microsoft Office)
* SimpleOCR - http://www.simpleocr.com/
* TopOCR - http://www.topocr.com/download.html
* FreeOCR - http://www.brothersoft.com/freeocr-59672.html
Paid for:
* ABBYY FineReader - http://finereader.abbyy.com/
* Readiris - http://www.irislink.com
* OmniPage - http://www.anrdoezrs.net/k6115mu2-u1HLRJMQLNHJIMILPJO
