Nepal was a monarchy until 1990, with King as head of the state having sole authority over all governmental institutions and executive controls. In 1990, King Birendra agreed to large-scale political reforms due to Communist movement "Movement to Restore Democracy" against the absolute monarchy. This was done by dissolving the Panchayat system and creating a parliamentary monarchy with the king as the head of state and a prime minister (Krishna Prasad Bhattarai) as the head of the government.
